| Midwestern United States Illinois Illinois permits as many as ten riverboat casinos. Illinois riverboats remain docked; they do not cruise and they are not open 24 hours a day. Although some states permit casinos to offer patrons free alcoholic beverages, this is not allowed under Illinois law. Additionally, in order to offset casino taxes that are the highest in the nation, some casinos charge admission. One must be at least 21 years old to gamble in Illinois. Indiana Indiana has ten riverboat gambling casinos and has issued a license for an eleventh. None of these casinos cruise, and most are open 24 hours. Most offer free admission. Indiana does not permit casinos to offer patrons free alcoholic beverages. The minimum age to gamble is 21. Indiana casinos are required to withhold 3.4 percent of a gambler's winnings for the Indiana Department of Revenue if the gambler receives a jackpot or a tournament win of $1,200 or more. It may be possible to get a partial refund by filing a state income tax return. Missouri Missouri has permitted riverboat gambling since 1992. Although state law formerly required the boats to cruise, the regulations were changed in 2000, and now all the Missouri boats are dockside-based. The state limits a gambler's losses to $500 in any two-hour period. All the state's casinos calculate that two-hour period so that it starts on even hours: 12 o'clock, 2 o'clock, 4 o'clock, 6 o'clock, 8 o'clock, and 10 o'clock. Slot club cards are used to track the purchase of chips and slot tokens. Once the gambler has bought $500 worth of tokens or chips, no more purchase will be allowed until the next even hour. Winnings are not limited. Most Missouri casinos do not charge admission. One must be at least 21 years old to gamble. If a person wins $1,200 or more in a jackpot or tournament, the casino is required to withhold 4 percent of the winnings for the Missouri Department of Revenue. The minimum gambling age differs from tribe to tribe; some require a minimum age of 18, others require gamblers to be at least 21. Detroit Casinos The three non-Indian casinos in Michigan are all in downtown Detroit. All are open 24 hours a day. One must be at least 21 to gamble in Detroit. Additionally, the 24-hour Casino Windsor is located just across the Detroit River from downtown Detroit in Windsor, Ontario.
